Petitions for compensation for Revolutionary services were presented by Mr. Law and Mr. Gold, and referred to the committee of claims.
Mr. Morrow from the committee of public lands, reported a bill for the relief of Thomas Orr. Read twice and referred to a committee of the whole house.
Mr. Baker from the committee to whom was referred the petition of Jonathan Smith, made an unfavorable report, in which the house concurred.
Mr. Porter, in conformity to notice given yesterday, offered the following. Resolved, that a committee be appointed to prepare and report a Bill authorising the President of the United States to engage, commission and organize a provisional military force of 20,000 men, in addition to the one already authorised.
Mr. Porter, in a speech of considerable length, enforced the propriety of adopting this resolution. He contended that we ought to take possession of Canada before June next, if it was intended to take it at all—and that this was the only force which could be calculated on in time for that purpose.
The question was taken by ayes and noes, and was determined in the negative—Yeas 45, Nays 58.
