Russia--Undermined and wavering, not knowing what part to take in the present war in Europe, wishing to join the league of despots, but afraid to incur the resentment of France, in case that nation should triumph over her enemies; an event which at this time is scarcely to be doubted.
Denmark--Cultivating peace with all nations, and making large additions to her navy.
Sweden--Dissatisfied with her government, and seeking its overthrow by plots and conspiracies against the Duke Regent.
Poland--This once happy and flourishing kingdom, is now reduced to two districts, by the rapacity and injustice of two northern vultures, who prey upon the vitals of its inhabitants, and have usurped both the law and government of the nation in their own hands.
Germany--Engaged in a fruitless and ruinous war with France; its finances exhausted, and its people all obliged to turn soldiers, or subsidized to pay the expense of another campaign.
Prussia--Precisely in the same predicament as Germany.
Austria--In the midst of the war; her troops returning to their own country after being ignominiously beaten by the army of the Sans Culottes, and its inhabitants heartily sick of a contest which brings nothing but disgrace and ruin on all its advocates.
France--In the midst of war, the clang of arms and the continual roar of cannon, its armies everywhere victorious, its navy respectable, and the national coffers overflowing with money; its present government firm and decisive, and resolved on liberty or death.
Spain--Invaded by a French army,--suing for peace which is obstinately denied them; their kingdom in danger, land forces making unsuccessful resistances and part of their navy obliged to join with Lord Hood, in making a disgraceful and precipitate retreat from the harbor of Toulon.
England--Has got the jitters since the taking of Toulon, and the various defeats of the Duke of Brunswick and Gen. Wurmser's army, on the Rhine, the nation nearly 200 millions in debt, yet resolved to prosecute the war, and, if possible, to drag in America, to put the finishing stroke to her political existence and tyrannic sway, as a monarchical power.
