Editors Intelligencer:
At this crisis, when positive and rigorous action is required, and elections come off this fall, would it not be advisable for the Governors of each State (particularly this State) to convene their Legislatures for special legislation, recommending to them a bill requiring every man to take the oath of allegiance, and be true to the Union before his vote shall be received? I think that strict justice requires that something should be done, as so many of our Union men are in the battle field and away from their election precincts, gives the traitor Vallandigham's party an advantage that they should not be allowed to have without taking the oath of allegiance and then let them swallow all together. Our true and loyal soldiers take the oath when entering the army, and why not compel secession sympathizers to do the same before voting.
