SIGNS OF THE TIMES.

The proceedings of the Senate appear to have given great umbrage, especially with regard to the bill for establishing a Quartermasters department, an officer of great importance in time of war. This bill was originally passed by the Senate, the House of Representatives hampered it with an amendment: and the Senate, instead of agreeing to it, postponed its further consideration till December; or, in other words,

They took the House's noose,
For hanging the poor bill till twas dead,
And made it an excuse
Dead, dead!

The offer of services from the states to the general government, at a time when it does not appear probable their services will be wanted, forcibly reminds one of an old story: "What are you doing up there, Tom?" said the ship's officer to one of the seamen; "to- thing Sir," replied the sailor. "And what are you about, Jack?" "Helping Tom, Sir!"
