In answer to a petition from the inhabitants made through the medium of the council, praying the king to remain in the Brazils, he remarks, that the new and extraordinary situation of the respective parts of the empire prevent him from complying with the affectionate solicitations of his subjects in the Brazils; but as an evidence of his attachment and reliance upon their good feeling towards his family, he leaves with them his grand son, heir apparent to his vast kingdom, who has instructions to organize and administer the government conformably to the liberal & enlightened principles contained in the constitution adopted by and emanating from the extraordinary Cortes assembled in Lisbon.
On the anniversary of the birth of the Prince a general amnesty was granted to all those officers and soldiers who had deserted the flag of their country, provided they returned to their duty within six months.
