BRITISH COLONIALS ASK
ATLANTIC CHARTER RIGHTS

LONDON, Mar. 19 (ANP)-

British colonial subjects are increasing their demands for rights granted them by the Atlantic charter, including self-government, it was reported here. Informed colonials are declaring that government changes, according to clause 3 of the charter, are urgent if the commonwealth is to continue, and leaders are advocating immediate enfranchisement of subject peoples.

Based on Atlantic Charter declarations, the program offered by colonial leaders to replace partial enslavement with freedom proposes an immediate granting to all Britain's colonial subjects in India and elsewhere full social and political rights. Emphasis is placed on freedom from class exploitation methods, to be gained by reforms and self-government. For African territories demands specify:

"(1) Economic, political, and social equality in all colonies, protectorates, and mandated territories.
(2) Abolition of forced labor. (3) Abolition of racial disabilities. (4) Freedom of assembly. (5) Limitation of company profits."

For the West African colonies:

"(1) Widening of the franchise and extension of municipal government to all townships on the basis of local democracy. (2) Extension of educational social services. (3) Replacement of monopoly control of West Africa trade by producers' co-operative organizations working in conjunction with the state. (4) Release of native spokesmen imprisoned for their activities in attempting to ameliorate social conditions."

For Kenya:

"(1) All land now held by the European settlers and not actually cultivated by them to be taken by the crown for free distribution among African natives. The same applies to crown lands."

Viewing the problem in the West Indies as purely economic and social, it is suggested that redistribution of land and more intensive development of economic resources of the island territories may be the solution. Other reforms for the West Indies include universal adult suffrage, removal of property qualifications, abolition of nominated members to the council, and control by the people of expenditures.

Stating that India has the machinery for full self-government, it is proposed that provisional government with congress majority be set up. The Indian problem is seen as fundamentally agrarian.
