His majesty's ship Penelope, off Concarneau, near L'Orient, Sept. 17, 1806.
Bony's ship, the Veteran, is in Concarneau. It is a small creek, and at low water the entrance is completely surrounded with rocks, so that it is impossible for us to destroy her with our present force. The Attack brig is therefore dispatched to the fleet with the information (as nothing can be done without a bomb vessel or two), and by her I have availed myself the opportunity of writing to you. It appears they have mounted all her guns on shore for her protection, and she is snug among the rocks. I leave you to judge our feelings when we are constantly in sight of, and cannot get at her; but when the bombs arrive you will hear of her destruction.
