COGITATING OVER SEIGNIORAGE
Several Days May Elapse Before Mr. Cleveland Arrives at a Conclusion.

It is asserted in the Treasury Department that the President has so far made up his mind on the Bland silver bill that he is disposed to sign it if he can convince himself that no business disturbance will result from such action. It is to this point that he is now addressing himself and which he will now continue to keep in mind until next week. His veto or signature of the bill depends upon the solution he arrives at of this question. Aside from the protests of commercial bodies, whose position towards this bill is the same as towards the silver legislation, it is said that the President gives weight to the fact that no opposition has developed among the rank and file of business men throughout the country While the influence brought to bear in its behalf comes not only from those who are usually in favor of silver, but also from that large independent contingent that favored the repeal of the Sherman law last fall, but still held out for some legislation in favor of silver. this influence is now making itself felt with the President, and is chiefly represented by Congressmen Patterson of Tennessee and Forman of Illinois. The original silver men are not letting the fact escape the attention of the President that the Bland seigniorage silver bill in the aggregate received seven eighths of the Democratic strength in both Houses of Congress.
