Extract from the Register of the deliberations of the agency of the Executive Directory, at St. Domingo.

"In pursuance of the law of the 29th Nivose, year vi, the vessels of the Republic and the French privateers are authorized to capture vessels carrying English merchandize, destined for all other ports than those of the colony of St. Domingo which continue faithful to the republic.

In pursuance of the 41st article of the law of the 19th Nivose last, and to provide against the necessities of the colony, the vessels of allies or neutrals, destined for ports of St. Domingo, which have remained faithful to the republic, are excepted from the dispositions of the law of the 29th Nivose last; they may continue their voyages for the said ports of the republic, whatever may be the nature of their cargoes. It is enjoined upon the vessels of the republic, and upon the French privateers, not only to respect them, but even to protect them, when they shall have shewn their real destination to be for one of the ports of the colony, which has remained faithful to the republic."
