Wilmington has been wrestling with the water problem for some time. Notwithstanding the Brandywine is considered one of the best sources for a water supply much complaint has been made of the water. The Water Commission made a contract with the U. S. Sand Filtration Co., in which Wilmington was to pay $187,000 for only plans, specifications and the use of certain patented filters. The leading business men objected because they considered it exorbitant and the City had no bonded security from the Company to insure the working of the plans or infringement of the patent. After the citizens protested the price to be paid the Filtration Co. was cut down to $65,000 and a bond for $150,000 was given. Still the citizens protested. To stop the profligacy Mayor Chas. D. Bird, had Dr. Jos. P. Pyle to resign and Jas. P. Jones, who would not resign, was removed by the Mayor with the approval of two-thirds the City Council. That left Peter J. Ford in who was not a member when the contracts were made.
David Lindsay, manager of the Augustine Mills of the Jesup & Moore Paper Co., and Arthur H. G. Garrett, a member of the firm of Garrett & Barr, morocco manufacturers, have been appointed water commissioners to succeed Dr. Jos. P. Pyle, resigned, and James P. Jones removed by Mayor Charles D. Bird, the appointments having been made by Peter J. Ford, the remaining member of the board, who was clothed with that authority by the act creating the Board of Water Commissioners.
Public interest in the department's affairs is still intense. No one seems to know just what the status of the U. S. Sand Filtration Company's claims against the department is, but it is generally believed that that company will now be forced to give up its pursuit of a million or more of the city's money.
