POLISH FREEDOM

When Napoleon the Great arrived at Warsaw, flushed with his triumphs over fallen Prussia, he told the Poles that he came to give them liberty and independence. The following, which is the latest article of news from that devoted country, shews what kind of freedom he has given them.

Freeman's Journal.

"Warsaw, October 21.

"His majesty the king of Saxony, our sovereign, issued on the 7th of September, at his castle at Pilnitz, an organic decree of the constitution. This decree fixes the qualities necessary to enjoy political rights in the Duchy of Warsaw, to be a member of the assemblies of the nation, that is of the Diets and the Dietines: it determines the forms to be observed in the convocation and holding of assemblies; it regulates the functions of the president of the Dietines, or of the Diet; and assigns the form of the oaths to be taken before the presidents."
