Extract of a letter from a Gentleman in VIRGINIA.
"With Captain Brown, who had been 13 weeks out, came passenger, young Mr. M'Kay, who returned without orders, the Bishop refusing to ordain a man belonging to a country of rebels. He says, an able American friend in London informed him, that it might with absolute certainty be relied on, the Ministry intended to prosecute the war with the greatest vigour; that they were only prevented from concluding the agreement with Russia for troops, by the apprehension entertained of American cruelties to their prisoners of war, and that an insidious proposal would be made to the American General, to treat prisoners with mutual tenderness: And that the negociation with Russia rested on this point when he came from London. Mr. M'Kay says it was earnestly insisted on that he should communicate this information to the proper persons."
