EL PASO, Aug 14—(UP)—A Representative of the U. S. state department met today with delegations from border cities to discuss plans for speeding up issuance of visas to Mexican citizens whose crossing cards were invalidated by new regulations last July 1.

Coulter, acting chief of the state department's visa division, was confronted by complaints from border towns that the new regulations which went into effect July 1 requiring residents of Mexican border communities to obtain new crossing visas had drastically reduced business on the Mexican side.
