Bussing. Letters from Russia, received at Paris, mention that serious disaffection has shown itself amongst some of the Emperor's troops. It seems that the Grand Duke Constantine, since his return to Russia, has given great offence to the Emperor, and is suspected of having imbibed liberal principles, and had made attempts to conciliate the soldiery, by whom he had been formerly held as a tyrant. The Russians who had been in France constantly manifest uneasiness, and the Poles also appear to be touched with the mania which has lately shown itself in Italy, Sicily, &c. The Emperor Alexander has lately endeavoured to abolish the practice among the lower orders of wearing beards—this measure, has caused bad feeling among his subjects, who, on being shaved, appear to be ashamed to be seen, and fly from the presence of strangers.
