The Dutch Deputies, who are gone to Vienna, in consequence of the mediation of France, have not the power of submission to the Emperor more for their object, than to represent the inability of the Republic to pay what he requires; which is about half a million.

In fact, the Dutch have no money; and the main purpose of the mission is to obtain a remission of the sum demanded. It is an undoubted truth, that the Dutch nation is become extremely poor; the individuals, who a few years ago discounted bills at two per cent, have now no money.
