What is Congress about,-The Senate, since the decision on the resolution offered by Mr. Hillhouse, have been principally occupied in preparing another embargo law.-Also a law authorizing the employing the naval force of the United States, in the enforcement of the same. The House has accepted the report of the committee on foreign relations, and ordered that a bill be prepared conformable to the report; the substance of which is, to prohibit all intercourse with England, France and other countries, acting under the decrees and orders of either.

When this report was under consideration, Mr. Masters, a democratic member from the City of New-York, but who now has spirit and independence to oppose those measures which go to the destruction of commerce, and the ruin of the country, delivered a correct and independent speech, publishing want of executive power
