The French fleet arrived at Rhode Island the 10th instant. A report prevailed they were at the Hook on Saturday, but it proves to be some English ships, whether new arrivals or their station ships returned from a cruise, is not yet ascertained. The militia of this, Jersey, New York, and the eastern states, will be in the field very soon, and joined to the combined regular army will make up about 20,000 men. The great difficulty will be provisions, which only wants cash to extract it from the country. The French have brought out cash to supply their forces, and the bank here will throw in a very considerable value of articles for our army. We hope soon to send you some pleasing accounts respecting New York; much will depend, indeed every thing on the superiority of naval force.
