Laredo and San Antonio Envoys Ordered
to Mexico City: Political Acts Mentioned.
MEXICO CITY, Mar. 28—(AP)
Mexican
consuls in the
United
States were instructed by the government tonight to refrain from
activities of a political or politico-
social character.
The order followed diplomatic
representations made by American
Ambassador Josephus Daniels.
The secretariat of foreign relations
announced that Benjamin
Hill and Ricardo Hill, consuls at
San Antonio and Los Angeles, respectively,
had been summoned
here with Juan Richer, Laredo,
who was previously instructed to
report to Mexico City.
It was understood here, unofficially,
that the consuls at Laredo
and San Antonio will not return to
their posts.
An American protest resulted from
charges by Congressman
Martin Dies of Texas and a Webb
county grand jury report.
Richer was recalled to Mexico
City when it was alleged that he
attempted the organization
of workers unions under Communistic
outlines, it was recalled in
Valley sources Saturday night.
The Laredo grand jury, probing
the affair, declared that the union
was merely a thin disguise of a
Communistic organization. Richer
made a talk at a gathering recently
which focused the center of blame on him.

D. Bernardo Chavez V., consul of Mexico in McAllen could not be reached late Saturday night for a statement in connection with the new instructions issued from Mexico.
Reports were issued from Mexico
City recently to the effect that Dr. Chavez had been recalled from his McAllen post, but these latter proved entirely erroneous. Dr. Chavez, once powerful in Mexican politics and still maintaining that power, revealed that the report was from political enemies attempting to "cloud issues" in the forthcoming elections.
