Sanitation is the foundation upon which efforts to promote and protect the health of the public are based and is expressed by the clean home, the clean business, the clean neighborhood, and the clean community.
The sanitary condition of a community begins with the individual, the family, the home, and the industries of the community. From these beginnings sanitation continues on into the neighborhood and the community. All communities are composed of individuals and the sanitation of the community reflects how much time, effort, and money the individuals are able and willing to invest in the promotion and protection of the health of themselves and their families.
Sanitary practices and facilities cannot remain static if they are to satisfy the increasing needs of a growing community. The sanitary practices and facilities that may be adequate for a village are probably not adequate for a town; and the sanitary practices and facilities that may be adequate for a town are probably not adequate for a city. As the population of a community increases, sanitary practices and facilities need to become more refined.
The most challenging and worthwhile goal of man is not to get to the moon but to provide a sanitary environment for himself and his family. He can achieve this goal only with the combined efforts of himself, his neighbor, and the community as a whole.
