JULY 23.

We mentioned last Friday, amendments to the post-office bill being referred--We have since been informed, that the following substitute was the result of the Conference:--

"That it shall be the duty of the post-master-general to permit every printer of newspapers within the United States, to send and receive news papers by the post, subject to a postage of one quarter of a cent for each newspaper."

The committee on the part of the House of Representatives reported to the House the result as above stated, yesterday, when it was agreed to; and the other amendment, giving the revenue to the President, rejected by a large majority, and the bill sent to the Senate.
