American labor. They are well intrenched behind the sophomores of the Manchester school of economy and the plausible theories of half educated economists like Grover Cleveland and his opinionated Secretary of the Treasury. There are two ways of dislodging them. First, the immediate passage of a thoroughly protective tariff bill reducing the revenues; and, secondly, the following up of that bill with strong and capable educational work on the tariff. The reason for every increase in duty should be made clear to the average voter, and every attempt on the part of the free-trade press to misrepresent those reasons should be met and promptly overcome. Unless this is done the opposition will make the passage of a tariff bill the occasion for a general onslaught on the protective principle, and if possible capture a majority in the Fifty-second Congress. Hence the necessity of an extra session of Congress and the final passage of a Republican tariff bill
