We have Intelligence from Ratisbon, that there are great Struggles in the Bavarian Councils, and that they have at last risen to such a Height, that the old Field Marshal Seckendorff had thought proper to retire to Augsbourg; from whence it was very doubtful whether he would return again or not. It is farther said, that all these Heats were chiefly occasion'd by a Memorial which had been put into the Elector's Hands by Count Thoring, but is supposed to be penn'd by the French Minister, M. de Chavigni, respecting the late Peace.
