What is this article about?
This editorial emphasizes that while the administration's financial and economic measures are positive, the core issue is restoring employment for over 12 million idle workers at living wages, which would resolve other economic problems like confidence and price levels with minimal government aid. It praises government work but notes prosperity will lag without labor restoration.

The financial and economic moves of the administration, while excellent in themselves as means of forestalling still more serious conditions, have thus far touched but little on the most vital problem of all- the restoration of employment for the twelve or more millions of idle workers at living wages. When this has been accomplished there will be but little necessity for worrying about the restoration of confidence, security prices and the restoration of price levels. Put the workers back on the job and dollars in their pockets and most of these problems will take care of themselves; or at least with very little assistance from the government.
The government is doing excellent work but until labor is restored prosperity is certain to languish.
