Rebel Powder Mill. The London Times of March 18 has a letter from the Rebel States, written in Augusta, Georgia, which gives account of the means by which the rebels supply themselves with powder. According to this statement, at the time the Rebellion broke out there was no powder-mill in all the South. In this emergency, the rebels procured the services of a Col. Raines, who had been Professor of Chemistry at West Point. Under his superintendence a mill was built at Augusta, Georgia, and about $100,000 expended in its erection. The mill is constructed in imitation of one at Waltham Abbey, England, and is said to be one of the most perfect in the world. Although all the saltpetre used is procured only through blockade running, and consequently at a very high price, yet the powder made at Augusta, in spite of the costliness of the material element in its composition, has cost only 4 cents a pound. The mill turns out 5000 pounds a day, and in case of need twice that quantity could be produced. A great stock is on hand.
