The Wisconsin Capitol says the best way to pacify the rebels is to hang their leaders. Yes, hang them—nothing else will do. And keep hanging them. If they grumble and threaten, hang more of them, and keep hanging them until no rebel will dare to risk his neck by pleading for the life of another. Hang them till all they ask is to be let alone. Hang them till they feel, through all their bones, that the Government is a fearful power which cannot be defied with impunity, and they will be pacified. And they never will be pacified till that is done.
