LONDON, June 30.

Dr. Goldsmith delivered it as his opinion, that Russia would one day be the mistress of Europe.

This opinion must appear rational to one who compares the present state of Russia with that of her neighbours. She possesses a vast extent of territory, a great part of it indeed situated in unpropitious climates; but her late acquisitions from the Porte will in future time greatly increase the strength and glory of this young and vigorous empire, whose origin must be dated within the present century. Most of the other European nations have probably arrived at the highest degree of population; England is not more populous now than it was one hundred years ago, while Russia is rapidly increasing; in the laws and constitutions of her neighbours are many remains of Gothic barbarity, while she adopts with eagerness every improvement in the great science of government, and in the useful arts. How many blessings can one great enterprising genius, like the Czar Peter, bestow on mankind!
