New York, April 22.—The Foreign Ministers lately residing at Washington, and the Heads of our Departments, &c. are almost all in motion. The President of the United States is on a Southern tour, and has with him several persons of distinction. Mr. Bagot, the British Plenipotentiary, is waiting at Annapolis for the Forth frigate to be conveyed to England. Mr. Graham is on the eve of taking passage on board the Congress frigate for South America. The Spanish Minister, Don Onis, is on his way to this city, to take passage for Liverpool on board the packet ship James Monroe. His Excellency Governor Clinton, who was married last evening to the interesting Miss Jones, will, we understand, immediately proceed to the northward.
