From ST. JEREMIE.

Capt. Putnam, who arrived at Salem, the 11th instant, from St. Jeremie, informs, that on the night of the 10th Feb. a very serious affair occurred at that place, on account of the declared determination of Capt. Reynolds, an American Refugee, Commander of an English government ship, the Harriet, to impress the American seamen then in port.

The Americans collected on board a Baltimore schooner, Capt. D. Porter, and twice beat off the boat from the English ship, with the loss of one American seaman killed, and one wounded and Capt. Putnam understood, that there was three Englishmen killed and six wounded, They returned a third time to the attack; but the Americans finding they were receiving soldiers into the boat, went on board other vessels, and were not further molested. The next morning, the American Captains remonstrated to the commandant, Col. Murray, on the treatment they had met with, and received from him assurances that they should for the future be secure from such insults. The arms of the British were pistols and cutlasses, those of the Americans, ballast stones and billets of wood.

The Leopard lay between the Harriet and the Baltimore schooner, About 20 muskets were fired from the ship at the schooner, two of which hit the Leopard; one of them struck the top of the quarter rail and passed over the companion way near which Capt. Putnam was standing.
