BOSTON, September 26.

On Monday, 16th inst. JOHN MANLY, Esq; Captain in the American navy, was appointed to the command of the Continental frigate HAGUE, (late the Dean) in this harbour, agreeable to an order from the Hon. ROBERT MORRIS, Esq; principal Agent of Marine, investing said command in the senior officer resident in the department: Capt. Manly, at 2 P.M. of the same day, repaired on board, attended by his principal officers, and was welcomed with united acclamations — 13 guns were fired in honor of the appointment — the ship beautifully decorated with colours — and every possible demonstration of joy expressed a general satisfaction. After mustering the people on the quarter deck, Capt. Manly was pleased to address his officers and men as follows:

"Gentlemen,

Having been appointed to the command of the Continental frigate Hague, on board of which, as officers commissioned, warrant or petty, you are severally acting in the service of your country, be pleased to accept my assurances, that it is with the greatest pleasure I return you my thanks for the cordial affection with which I have been received; and as it shall always be my constant endeavor to preserve a proper and becoming respect towards you, so I am confident that it will be returned from every class, and reciprocal esteem induce universal harmony.

My good lads and jolly seamen,

The many marks of peculiar satisfaction; which your actions and countenances shew on this occasion, affords me a certain presage of a very agreeable command, where the strictness of discipline; which is so essentially necessary to be maintained, shall not preclude you from the liberty of making known your just complaints, they always meeting with that redress founded on regulation, and which it is my duty to afford, not only as a commander, but the friend of my people: — And to inspire that confidence which is so necessary between all orders in service together, rest assured, upon the faith of a public officer, that all the engagements which Congress have made to you, shall punctually be fulfilled; with respect to provisions, stores, wages, gratuities, prize monies, and all other advantages, which you are or shall be entitled to enjoy. — On your parts, I expect a ready and prompt obedience be paid to the commands of your officers, at all times, and that a zeal for duty; with a friendship each for the other, unite you in a laudable ambition to merit my warm approbation."
