Dallas Charter Was Before it and No Quorum—A Large Delegation to San Antonio Caused the Break—Some Strong Opinions Being Expressed.

Austin, March 10.—There was no session of the Senate today, that body having adjourned over until Monday.
In the House local bills occupied the attention of the members with a bare quorum present.
Among the local bills passed was one diminishing the civil and criminal jurisdiction of the Shelby county court. Also a bill giving Wood county a more efficient road law. Also a bill changing the time of holding court in Newton, Jasper, Orange, Jefferson and Tyler counties.
The Dallas charter amendment bill covering 50 pages, was laid before the House. The Dallas Representative McKamy, moved that the reading of the bill in its entirety be dispensed with. Representative Kennedy demanded that the bill be read line for line.
This brought forth the statement that a filibustering movement was at hand to defeat the measure. Finally the reading clerk, after reading about ten pages correctly, jumped the next thirty pages and immediately precipitated a row. The chair ruled that he had no knowledge of whether the bill was being correctly read or not and told the clerk to go on which resulted in finally declaring the bill to have been read. Several motions were then made and lost to adjourn, but when a vote was ordered on the adoption of the favorable committee report, it was shown that there was nothing like a quorum present and the House accordingly had to adjourn without doing anything further.
The Dallas charter people charge that a number of the House members were spirited over to San Antonio Friday night by persons interested in defeating the charter bill in order to break a quorum, and they are rather strong in their talk along this line.
