THE SUNDRY CIVIL BILL
Important Provisions Relating to Appropriations for Various Washington Departments and Works.

Mr. Randall yesterday reported to the House from the appropriation committee the sundry civil appropriation bill. The bill appropriates $21,053,822.04, being $12,500,778.55 less than the regular estimates and $15,000,778.85 less than the aggregate regular and supplemental estimates considered by the committee. The appropriations for the current year aggregated $26,205,747.06, or $5,151,925.02 more than is recommended in the new bill.

Under the head of coast and geodetic survey it is provided that no part of the money appropriated shall be available for allowance to civilian or other officers for subsistence while on duty on the office at Washington, or to officers of the navy attached to the survey. Nor shall there hereafter be made any allowance for subsistence to officers of the navy attached to the coast and geodetic survey.

In regard to the appropriation of $150,000 for completion of the pension building, it is provided that, as soon as completed, the Secretary of the Interior shall cause to be removed to the said building the general land office, Indian office, bureau of education, office of commissioner of railroads, bureau of labor, and the office of the agent for the payment of pensions in the District of Columbia, and office of the geological survey, and vacate the buildings rented for and now occupied by said offices and bureaus, or portions thereof; and the said pension office building shall be under the control of the Secretary of the Interior, and subject to such rules and regulations as he may prescribe.

Under the signal corps it is provided that the whole number of second lieutenants appointed and to be appointed from the sergeants of the signal corps shall not exceed sixteen, and the whole number of enlisted men in the signal corps shall not exceed 870; that no part of the appropriations made for the signal service by this act shall be used for the maintenance or support of a school of instruction, nor at the military post at Fort Myer, Va.

Attached to the appropriation for public printing is a limitation requiring estimates of cost to be submitted with all recommendations for printing, and, excluding from department reports all unnecessary illustrations.

The appropriation for the bureau of engraving and printing is $689,540, the full amount of the estimates.

The appropriation for the coast survey is $407,246, being $146,250 less than the appropriation for the current year. The principal reductions are in the items of field party expenses, $50,200, and in the number of field officers—a reduction from 61 to 48—with a saving of $39,270 in salaries. In addition to the appropriation for the coast survey above named, $376,000 is drawn from naval appropriations for pay of officers and men, making the whole cost of the survey $783,246.

An item of $11,000 is included for fitting up rooms in the court house for the civil service commission.

For the signal service there is recommended an appropriation of $799,493, being $64,586 less than the appropriation for the current year. A condition is attached prohibiting discrimination between the salaries paid to men stationed at headquarters and those at outside posts.

The appropriation for homes for disabled volunteer soldiers is $1,573,500, the appropriation for the current year being $1,472,000; for the life saving service, $954,900, an increase of $28,000; for lighthouse establishment, $1,960,500, a decrease of $75,000; for navy yards and stations, $316,595, a decrease of $139,405; army and navy hospital, $27,000, a decrease of $24,500.

For artificial limbs and appliances, $202,000 (equal to the estimates), a decrease as compared with the appropriation for the current year of $200,000; for expenses under Chinese act (a new item), $5,500.

For distinctive paper for United States securities, $12,000, a decrease of $23,000; for propagating food fish, $222,010, a decrease of $34,000. No appropriation is made for the national board of health.
