SILENT AS MASKED MEN
THREATEN.
Atlanta, Ga., Dec. 15. The State of Georgia is a government, which cannot govern. In theory only is its great beauteous throne something supreme. Its flag and its power are things of might only so long as it is suitable to all the masses it should be so; its chief executive is only, insofar as upholding the majesty and dignity of the law are concerned, a theoretical hand of government. Its constituted courts are not the machine of exact justice to all and protection to the oppressed, but are something neither feared, honored nor respected when it suits they should not be. These are no longer theories, nor are they preachment of the crusaders and moralists. They are existing facts.
There is in Georgia a super-government in front of which constituted authority either comes out rights or quakes in mortal fear. Constituted authority, a subject of open attack at the moment, in Barrow County is doing both. The courts of the county have been attacked and there is no power in law which can or will protect and uphold them and enforce due respect and regard for that law they are theoretically to enforce.
On the dome of Georgia's government building is a gigantic figure of a blindfolded woman with sword and scales. The emblem has proven a misnomer for it has been proven Georgia's hands are tied against even her own self defense. Under that dome the State's chief executive has been appealed to for aid in enforcement of the law and suppression of a series of lawless acts extending over a year or more, but he sits as legally helpless as a babe.
"I am powerless. I have no authority," is the only response he can
