Washington, March 22. - Today brings the crucial test to woman's suffrage.
In the states of Delaware and Washington the legislatures are meeting today in special session to act upon ratification of the suffrage amendment. If these two states vote for ratification the necessary number of states will then have ratified and the only delay in suffrage becoming effective will be that incident to the confirmation of Bainbridge Colby as secretary of state. If he is not confirmed no proclamation can be issued by the state department making suffrage effective.
