Grover Cleveland made one of his dreary and mournful speeches before a Democratic club in Buffalo last week. Possibly he may have felt sad over the memory of "Maria" or because of the absence of the "gang" he used to run with. At any rate he was in a sombre mood. He almost wept as he referred to what he called the extravagance of the last congress. He nearly blubbered as he egotistically called attention to the surplus he left behind in the treasury, because he did not know enough to use it paying the national debt, and building up our merchant marine and navy. In his whining criticism he did not tell his hearers that in the first two years of his administration he paid only $141,500,000 of the national debt, while during the same period of President Harrison's administration $265,000,000 was paid. Silent on his free trade views for fear of antagonizing the east, dumb on silver, lest he might further alienate the south and west, he tackles extravagance to avoid offending the different factions in his party.
