HOUSE OF REPRESENTATIVES.

Monday, December 29.

A letter was received from the Secretary of the Treasury, enclosing one from the Comptroller, accompanying the account of the Receipts and Expenditures of the United States for the year 1793.

From which it appears that the amount of Expenditures in the year 1793, is Dollars Cts. 6,582,796 19

From which deduct the expenditures of the Trustees for the redemption of the public debt, out of the interest fund, 102,818 22

A memorial was presented by Mr. Hartley, from Thomas Leiper and Co. and others, Tobacconists and Citizens of Philadelphia. The substance is that they regret that it is in contemplation to extend the continuation of the duties on snuff, sugar, &c. to the year 1801. They offer to pay off their proportion of the National Debt by reasonable installments, If Congress will specify the amount of their respective shares.

The memorial was referred to the committee, on the plan proposed for reducing the public debt.

A report was read from the Secretary of War, respecting the progress made in building the frigates, pursuant to a request of the house to the President of the United States, from which it appears that the six frigates are now building at six different ports of the Union.

One of thirty six guns, at Portsmouth in New-Hampshire, and the other of the same size at Baltimore. The four forty fours are building one at Boston one at New-York, one at Philadelphia, and one at Norfolk or Portsmouth in Virginia.

The forty fours are to carry each of them thirty six twenty four pounders, and the thirty sixes have each twenty eight twenty four pounders. The rest of their guns are twelves. The utmost attention has been paid to the election and seasoning of the wood, that the vessels might not be inferior to the best of those built for the maritime powers of Europe.

The installment bill passed the Committee of the whole and was ordered to be read the third time tomorrow.

The House in Committee of the whole proceeded in the further discussion of the naturalization bill the second amendment as stated in Monday's Gazette after some further conversation was passed after striking out the word two witnesses-The Committee then rose and reported progress

An act supplementary to the impost law and a bill making further provisions in relation to draw backs, were reported by Mr. Goodhue.
