They write from Constantinople that the Grand Vizier having received Advice that the Russians intend opening the Campaign by besieging Oczakow, is augmenting and repairing the Fortifications of that Place with the utmost Expedition. It is said that the Vizier intends beginning with an Attack on Giurgewo. He has been some Days in Silistria, and taken proper Measures to hinder the Russians from making any Excursions on this Side the Danube. Numbers of Recruits daily arrive at his Army, which is much more considerable than it was at the Opening of the last Campaign.
