LONDON, August 3.

Extract of a letter from Frankfort, July 11.

"A private letter from Constantinople displays the true state of the negotiation between Russia and the Ottoman Porte in the following manner:

"The Grand Seignior ardently desiring to preserve peace with Russia, and to conclude the treaty of commerce proposed by the said Empire, grants every thing in truth, though with certain restrictions which are very repugnant to the Ministry of Petersburgh. His Highness consents that the Russian ships pass freely, and without being in the least visited, from the Black Sea into the Archipelago; it being nevertheless well understood for a certainty, that the said vessels shall not be loaded with artillery and ammunition. The Porte moreover permits that the said ships may load rice and coffee, but not in the provinces bordering on Constantinople, much less in the capital itself. The Porte guaranties besides the Russian navigation against the Barbary pirates, in the Ottoman latitudes only. Russia requires on her part that the Grand Seignior shall oblige the three Barbary Governments not to molest any of the Russian ships throughout the whole Mediterranean, that his Highness shall engage to make good all the damages which the said pirates may do to the ships belonging to the Russians. We are assured, in short, that the Empress of all the Russias hath fixed on the 27th of July as the utmost time for the Divan to accede to all her above claims, in default of which, and without further explanation, war shall be considered as declared. For which reason the Captain Pacha still continues at the confluence of the Streights & the Black Sea, and the Porte is pressing, without relaxation, the preparations for war throughout the whole extent of her vast estates."
