Madrid, May 12.--The Heraldo says: "Our warships have been destroyed, our brethren in Manila are besieged, Cuba is blockaded and our troops there abandoned to Providence. Porto Rico is threatened and may be about to receive the enemy's fire. Our squadron is sailing in search of a supreme engagement and here there is no government. All Spain is convulsed with a terrible social crisis and is famine stricken. It is wavering between the state of siege and absolute anarchy, and where a brilliant light should appear there is utter darkness, indecision, flight, sauve qui peut. There is no government, no ministers. There is nothing."
