An incident in the discussion between Messrs. Kilgour and Seddon at Leesburg is thus narrated by the Washingtonian of that place, and serves to show how lamentably even intelligent persons are misled when they depend upon the party press for information. When Mr. Kilgour took the stand the second time the following running debate took place:
Gen. Rust: "Mr. Kilgour, did I not understand you to say that Mr. Buchanan, in a speech in the Senate, gave as his reason for voting for the annexation of Texas that it would result in making Maryland, Virginia and Kentucky free States by drawing off the slaves from those States?"
Mr. Kilgour: "I did; he made such a speech."
Gen. Rust: "He never said any such thing."
Mr. Seddon: "He did, General, assign that reason for his vote in the Senate—he advanced good doctrine in his speech, but sustained it by bad reasoning."
Mr. James W. Galleher, a Democrat: "It is really so General, for I saw it myself."
To avoid all doubt on the subject, the Washingtonian quotes Mr. Buchanan's language from the debate in Congressional Globe. In a speech before the United States Senate, as late as the year 1844, Mr. Buchanan said:
"That the acquisition of Texas would, ere long, convert Maryland, Virginia, Kentucky, Missouri, and probably others of the more Northern slave States, into free States, I entertain not a doubt. But should Texas be annexed to the Union causes will be brought into operation which must inevitably remove slavery from what may be called the farming States."
