Since it is ascertained that our great ally, has determined to scour the European seas, and capture every American vessel found there, and by an Embargo detain as much property in his ports as will afford him by confiscation a sufficient treasure to fight our battles for us; and since our administration has determined to supplicate yet a little more, and dispatch a fresh branch of the olive, would it not be better to pass another supplement to the embargo law, prohibiting all citizens from sending out vessels in ballast for the recovery of property abroad, or at least advisable that another circular should be issued restraining the privilege to those only who can procure "French protections?" We fear that unless the following notice should be countermanded, our merchants may be led into a fatal error.

Baltimore, July 7, 1808.

"Permission will be granted till the 1st of August next, to citizens of the United States having property abroad, under circumstances mentioned in a former advertisement, to dispatch vessels in ballast for its recovery, with the usual security and conditions already prescribed."
