SIBERIAN CITIES IN STRAITS

Siberian cities are in straits on account of the war and the interrupted import of commodities. Nikolaievsk, at the mouth of the Amoor river. is out of oil, gas and tallow, and pretty nearly out of coal. Other and smaller towns are in similar extremity, with the outlook for their replenishing not so promising as it might be. Night in those towns and regions lasts all winter when it sets in, and lack of oil would be a situation not to be thought of with anything like composure. War risks on shipments there in Hamburg and London are 20 guineas per cent, and the underwriters still not thinking them high enough. What little business is being done in war risks to Japanese ports shows no advance in rates. the situation in that country as to provisioning being comparatively favorable--in fact, about as good as it is on an average.
