LATEST NEWS.

The last mail furnished us with the following articles, from the Philadelphia Daily Advertiser.

FROM HAVRE—May 20.

"The people are to vote immediately on the question, Shall Bonaparte be Consul for life?—And who will dare to write 'No' A 'Legion of Honour' is to be instituted, something like the old Order of St. Louis. The titles will be for life but not yet hereditary. If this is not nobility, it seems a ladder to it.

"Report says, a conspiracy was lately formed against Bonaparte, by 15 Generals, who are at present under arrest—Murat and Augereau are among the number. Duroc his Aid de Camp, is said to have discovered it, and informed him that he was to be assassinated in descending the stairs of the Tuilleries, when going to the review. He was at the head of the stair case when Duroc told him this but he bade him give his arm, descend immediately, and beware to betray the least symptoms of fear or suspicion. It is said the conspirators, unadvised of his descending so quick, forebore the attack, but waited for his return. He took, however, another stair-case—such is the story, as report tells it.—and supposed to be true.

"For my part I do not calculate on the present posture of affairs being of long duration—God knows how it may end."

It is said that the government of France has passed a decree which places the blacks, in their foreign possessions, in the Situation they were in previous to the decree of 1794; and allows of the importation of slaves from Africa!
