Barque Neptune arrived here, from Calcutta, brings intelligence down to the 21st of November last. The forces of the English and their Allies, it appears by these accounts, are again in motion—Seringapatam still the object of their efforts. The Asiatic papers represent Tippoo as a monster of cruelty, and give numerous instances of his barbarity to prisoners. His force at Seringapatam is represented as considerably weakened by constitutional desertions, and reduced to no more than 40,000 effective men. He is giving every attention to render his capital impregnable.
