SPANISH TREATY.

In the Sitting of the French Secret Committee of the 30th Aug. a Treaty of offensive and defensive alliance was read between France and Spain.

This Treaty is merely a renewal of the family compact, appropriated to their new principles and present circumstances.

It states, that if either of the powers be attacked, it may demand the intervention of the other. 'That the latter shall be obliged to furnish fifteen vessels of the line of the highest rates, and eighteen thousand foot and six thousand cavalry. The vessels to act separately, or in union with the squadrons of the power attacked, as shall be most agreeable to that power.

The 18th article bears-That it is particularly against England that this union of forces should take place. Thus this treaty may be regarded as a Declaration of War by Spain against England.
