The Cabinet and the Court.—The Editor of the Baltimore Patriot has received the following letter from Washington:

"The disclosures of the Court Martial proceedings at Frederick, showing the imbecility of the government in not providing the requisite means to carry on the Indian war, have been nothing but wormwood to the inflated Monarch of the Palace. He laments in bitterness that he was induced to order Gaines and Scott from their commands, to answer for their conduct before a Court of Inquiry. But as a shift, the harpies who surround him, have determined to throw the whole blame upon poor Secretary Cass, and his recall from his mission to Paris is now gravely talked of in the Court Circles. But the real secret of this move is to give Mr. Van Buren an opportunity to remodel the Cabinet. He wants a new one—thus then, Mr. Cass is to be recalled—Mr. Stevenson, now at London, is to have his place and a new outfit—Mr. Forsyth of the State Department is to take Mr. Stevenson's place, and in a short time after, Mr. Woodbury is to leave the Treasury for London, and Mr. Forsyth to be otherwise disposed of. Old Mr. Dickerson of the Navy Department, will go into the old depot of "reward" at Russia. Already several are pushing for his place—three from Pennsylvania! I give you the hints that leak out from time to time from those who know. You may look out for squalls and strange "turn outs" here on or before the Ides of March. Many other important changes are also hinted at."
