IS IT WAR?

The news contained in our European dispatches this afternoon is of a nature to create a belief, amounting almost to a certainty, that England has awakened from her lethargy, and has determined to check the further advance of the Russians upon Constantinople. The only two Ministers in the Cabinet who have opposed war in the past, Lord Derby and the Earl of Carnarvon, have resigned, thus leaving everything in the hands of D'Israeli. The commander of her Majesty's fleet at Saros has been ordered to land the marines and blue jackets at Bulair, to protect Gallipolis, until fresh troops arrive, and to hold his ships in readiness to sail for Malta to transport soldiers; a demand for extra money for the army and navy is to be made of Parliament on Monday; and finally, most significant fact of all, the Duke of Cambridge, Field Marshal and Commander in Chief of the British armies, has been summoned posthaste from his country friends to London. If this does not mean immediate war, it is certainly a menace to Russia to stop where she is, or war will result. And if England steps to the front at this critical juncture, a conflagration will be started that will illuminate all Europe.
