Changes at Washington.—The correspondent of the New York Post (Loco foco,) thinks it very probable that there will be a reconstruction of the Cabinet, though the Union stoutly denies it. Mr. Buchanan's transfer to the bench of the Supreme Court is prefigured—his place to be taken by Mr. Walker, and his by the inevitable John Y. Mason. Mr. Barton, of Louisiana, now Solicitor of the Land Office, is named as the Attorney General, and Mr. Saunders of N. Carolina, as Minister to Spain, where we have no more need of a Minister than a drum has of a pair of bellows.
