"Napoleon is again upon the throne, and the people of France greet him as their emperor. I was present on Sunday last, when his first proclamation was stuck up in this place. I waited in the street opposite the commissary's house for a long time, with no other intent than that of witnessing the effect it might have upon the people. I can safely declare that not a single tongue cried out "Vive l'Empereur," as I was told they had done in all other parts of France. I saw several of Louis' officers, in full uniform, some stopped and read the proclamation, and turn away without expressing their sentiments. I understood it consisted of an order for all the friends of the king to leave the place in ten days."
