Extract of a letter from St. Thomas dated July 18.

" We have nothing new here worth communicating, except a report of the Island of Zealand, in the Baltic, having surrendered to the British, without having fired a gun ; and that the French have taken possession of Holstein.

It is to be hoped, if our Non-importation law is ever off as to Britain, that she will not imitate the conduct we contentedly endure from France - and oblige our vessels to take return cargoes in what is most profitable to her whether it best suits the interest of the American owner or not! She might depend we should not bear it from her. We would have an extra session of Congress to adopt a countervailing measure, Palladium."
