NEW YORK, Nov. 30.

By Capt. Monrad, who arrived here about 10 days since from Larne, in Ireland, we have received an Irish paper, which contains the following particulars under the Dublin head, viz. That 7000 forces, part of the troops now at Belleisle, are to embark in a few weeks for the West Indies, and join another body there from America, to finish the conquest of all the French leeward islands. That two French men of war, of 70 guns each, from the East Indies arrived at Belleisle road, where our fleet lay under French colours, and the French flag flying on the castle, who were immediately boarded and taken without loss. This account comes from St. Sebastians, of August 19. Certainly we should have had so important an acquisition mentioned in some of the September intelligence come to hand from London, had it been true; and the rather as cutters are constantly employed from Belleisle to England.
